Because he's a long-forgotten character without his own series....

Um, I have no idea.

Actually he's a popular, well remembered character with a very popular current series.

I'd say the only reason he hasn't shown up yet is schedualing. Only so many archives can be produced in a year, but his time should be coming. (It'd better be DC!!!)

There's still room in the 2003 schedule for at least one dark-horse Golden Age volume. I was thinking until recently that it was likely to be Hawkman, and it still wouldn't surprise me, though I'm no longer convinced of its imminent likelihood.
I'm guessing GA Hawkman 1 in 2004, and a second volume of his Silver Age counterpart this year.

I'd love a GA Hawkman volume. I never really cared about Hawkman much before (coming of age during the Hawkworld era, and then trying to get into it during the Menesser-Loeb era... did nothing for me). Now I'm really enjoying his current series and, as I have been getting into the All Star Archives recenetly, he has also surfaced as one of my favorites from that title. Since I have a limited Archive budget, I haven't picked up the SA Hawkman Archives yet, but it will be in my next batch or two. While I am of the opinion that DC should lay off the Vol 1's for a while and concentrate on getting out some more Vol 2's and 3's, this is one new line I would support whole heartedly.

The Silver Age Hawkman archive is near the top of my priority list of books I don't have yet, but I would definitely be in favor of a Golden Age Hawkman archive as well!
